2009 Criminal Justice Reform

What are your ideas of reforming the Criminal Justice System here in America???? In some countries, if you steal, you get your hand cut off! I believe if a suspect is accused of and the prosecution has proof beyond a reasonable doubt, then that person's punishment, if it is a man, should be to surgically remove his male sex organ. If it is a female, make her sterile. Just maybe, if the people in power went to these extreme measures, we'd have a lot less crime in this country!
